I have a little over 250,000 gold and I was wondering whether I should upgrade to the spear gun or wait and get my Scuba Fishing License...

- You can't get crew trips in SC until you have the Scuba Fishing License. Also, your Pneumatic is pretty much useless until it is high enough to catch a Sting Ray Fish at level 12. Upgrading too soon will result in a lot of misses and steals. Level 12 Pneumatic would be about level 33-ish Spear Gun.
